Background and Purpose: The evolution of security environments and the shift of the battlefield into the cognitive domain have underscored the necessity of redefining commanders' competencies in alignment with the exigencies of cognitive warfare. This study aims to design an integrated competency model for commanders at the level of the Islamic Revolution to effectively confront cognitive threats.
Methodology: This study is applied in purpose and employs a qualitative meta-synthesis approach. Following a systematic search, screening, and quality assessment of domestic and international literature, 30 selected studies were synthesized using thematic analysis via MAXQDA software.
Findings: The analysis resulted in the extraction of an integrated model comprising five main dimensions, 14 organizing themes, and 15 cognitive defense mechanisms. The dimensions of the model encompass cognitive and insight, Jihadi and ideological, knowledge and professional, communicative and social, and command and leadership competencies. The results demonstrated that a commander's effectiveness in cognitive warfare stems from the systematic interaction of these dimensions and their transformation—through cognitive defense mechanisms—into organizational deterrence capacities and cognitive resilience.
Conclusion: The primary innovation of this research lies in presenting an explanatory model that, for the first time, articulates the relationship among cognitive threats, commanders' competencies, cognitive defense mechanisms, and organizational outcomes within a localized framework. This model can serve as a foundational basis for revising the systems of training, evaluation, appointment, and empowerment of commanders in the Armed Forces of the Islamic Republic of Iran.
